Technical Briefs Focus on Use of Data for Health Workforce Planning and Management 15 September 2008

Three new technical briefs from the Capacity Project expand the breadth and depth of information available to HR practitioners. “An Overview of Human Resources for Health (HRH) Projection Models” provides a rapid review of health workforce projection approaches and includes a list of references for further research. “Building the Bridge from Human Resources Data to Effective Decisions: Ten Pillars of Successful Data-Driven Decision-Making” provides guidance in the use of HR data for making policy and management decisions. “Data Quality Considerations in Human Resources Information Systems (HRIS) Strengthening” discusses concepts of data quality and provides concrete examples of the importance of data management specific to the field of HRH. Technical briefs are available in print and on the Capacity Project website in English, French and Spanish.

New Publication: Building the Bridge from Human Resources Data to Effective Decisions: 9 September 2008

The Capacity Project recently published a technical brief on Data-Driven Decision-Making (DDDM) entitled, “Building the Bridge from Human Resources Data to Effective Decisions: Ten Pillars of Successful Data-Driven Decision-Making.” The brief was written by Ummuro Adano, Senior HR Management Systems Adviser for the Capacity Project. Ummuro provides technical assistance in the areas of HR management and leadership, and has worked closely with the HRIS team to develop the DDDM element of our five-step strengthening process. He is also the technical point person for the Project’s Kenya programs.

The technical brief emphasizes that the primary goal of an HRIS should be to promote better use of data to drive effective decision making that positively impacts HR policies and practice. Ummuro presents the following ten pillars to aid HR managers and decision makers in making effective HR policy and management decisions:

  1. Making Use of the Data
  2. Developing a Culture of Inquiry
  3. Context Matters
  4. Aligning Different Forces, Interests, and Beliefs
  5. Preparing for Data Skeptics
  6. The Power of the Individual
  7. The Power of the Organization
  8. Navigating Difficult Conversations
  9. Process and Relationships
  10. A Journey, Not a Destination

We are very excited about the timeliness of this new publication — a third Capacity Project DDDM workshop  will be held this month in Rwanda. The HRIS team is currently working with Ummuro and local Project staff to plan and design the workshop.

Southern Sudan Pilots HR Management Software in Three States 16 July 2008

Southern Sudan is taking important first steps toward the national implementation of iHRIS Manage, the Capacity Project’s human resources (HR) management software. The software will be installed in HR offices in Central Equatoria, Western Bahr al Ghazal and Upper Nile in the upcoming weeks. In preparation, HR officers and HR information systems point persons from each of the three states attended a three-day training session on the system and learned how to enter data and produce reports.

To ensure full participation in country-wide implementation, the Project also held a workshop for 21 directors and director generals from all ten states and the central government, along with representatives from WHO and the International Organization for Migration. Participants reviewed data flow, and used their own health workforce data (collected with support from the Project earlier this year) to practice using data for decision making. An important outcome of this workshop was the decision to create a data collection tool and training materials to assist county health officers in supervising data collection at the health facilities. These tools will help to improve data quality and also build local capacity for sustaining the software.
