Uganda: Uganda: The Capacity Project assisted Uganda's stakeholder leadership group with implementing iHRIS Qualify in the four professional councils. The councils have completed data entry and are able to produce routine reports on the country's qualified health workforce and share them with the Ministry of Health and Ministry of Education. The Project also supported the installation of iHRIS Manage in the Ministry of Health and four districts. To ensure sustainability, the Project's software developers trained local staff to manage the systems, produce reports and customize features to meet country-specific needs. Rwanda: Working with the Rwanda Ministry of Health (MOH), the Capacity Project developed and installed iHRIS Manage at the central level. Project staff strengthened the MOH network, trained staff to use and support the system and conducted a data-driven decision-making workshop that focused on using HRH data and implementation of the MOH's Human Resources for Health Strategic plan. Swaziland: The Capacity Project created an HR management step solution using a Microsoft Access database for use by the Ministry of Health and Social Welfare (MOHSW). The Project completed a data-cleaning exercise to improve the quality of the data in the HRIS. The Project also conducted a data-driven decision making workshop for the MOHSW to help public health managers understand the information available from their HRIS. Lesotho: The Capacity Project installed an HRIS step solution, which the Ministry of Health and Social Welfare (MOHSW) is using to monitor and track the country's health workforce. The Project trained Ministry staff to manage, maintain and report on deployment data using the HRIS. To determine next steps, assessment of additional HRIS needs was conducted at the MOHSW and the Lesotho National Training Center. Read more about our work in Lesotho.
Namibia: An HRIS assessment found a functional but labor- and time-intensive paper-based HRIS in place at the Ministry of Health and Social Services (MOHSS). Stakeholders decided to take a stepped approach and adopt an existing database used in the Office of the Prime Minister. The Capacity Project purchased computers and hired data entrants to transfer paper HR records into the electronic format. With support from a Capacity Project associate award, the Namibia HIV Prevention, Care and Support Program, the MOHSS is now rolling the central-level HRIS out to the regions. Kenya: The HRIS Technical Working Group is guiding HRIS strengthening in the public sector. The Capacity Project helped conduct a data-driven decision-making workshop, renovate a room for HRIS in the Ministry of Health (MOH) and supply necessary equipment. Tanzania
Tanzania Mainland: To capture data on Tanzania Mainland's entire health workforce, the Capacity Project promoted health information sharing between the central Ministry of Health and Social Welfare and the country's largest faith-based organization, the Christian Social Services Commission (CSSC). As a result of HRIS stakeholder meetings, the CSSC decided to migrate its HR data into iHRIS Manage. HRIS Strengthening work transitioned to a Capacity Project Associate Award, the Tanzania Human Resource Capacity Project, which continues to work with the faith-based sector while also implementing iHRIS Manage at the district level. Zanzibar: The Zanzibar Ministry of Health and Social Welfare (MoHSW) requested the Capacity Project's assistance with strengthening infrastructure and implementing iHRIS Manage at the central level. To meet the needs of the MoHSW, the Project developed and assisted with installing an in-service training management module. The new Tanzania Human Resource Capacity Project is focusing on building Zanzibar's capacity to maintain and customize the iHRIS Manage software, and is expanding it to the zonal level. Southern Sudan: The Capacity Project strengthened and restructured an existing Microsoft Access-based HRIS and standardized data collection forms. Project staff collected health worker data from all health facilities in the country. Based on the data, Project staff developed reports to help the Ministry of Health analyze data on health worker retirement, deployment and registration with professional councils.
Botswana: In our most recent HRIS country, we installed a customized version of iHRIS Manage, to be co-maintained by the Department of Policy, Planning, Monitoring and Evaluation and Ministry Management. Data entrants received training and data entry of health worker records is presently underway. The Project helped to form a Stakeholder Leadership Group that defined key policy and management questions for the system. Data collection of HR information from health facilities is ongoing.
