Where We Are Working

Countries where we are working

Uganda: We installed iHRIS Qualify 3.0, the HR professional licensure system, in all four professional councils. We also installed iHRIS Manage 3.0, the HR management system, in the Ministry of Health and two districts, and data are being imported into the system. To ensure sustainability of these systems, we trained local staff to manage the systems, produce reports and customize features to meet country-specific needs. Read more about our work in Uganda.

Rwanda: We installed iHRIS Manage 3.0 at the Ministry of Health (MOH) and data are being imported. We strengthened the MOH network and trained Ministry staff to use and support the system. We are hosting a data-driven decision making workshop in September 2008. The workshop will focus on HRH data and implementation of the MOH's Human Resources for Health Strategic plan. We will pilot the offline iHRIS tools in late 2008 to facilitate decentralized HR information management in districts where there is no Internet access. In 2006 we piloted an Excel version of iHRIS Plan, the HR projection software. Data from the prototype was used to develop Rwanda's Human Resources for Health Strategic Plan for 2006-2010. Swaziland: We created an HR management step solution using a Microsoft Access database, which is in use by the Ministry of Health and Social Welfare (MOHSW). We completed a data-cleaning exercise to improve the quality of the data in the HRIS. We also conducted a data-driven decision making workshop for the MOHSW to help public health managers understand the information available from their HRIS. Read more about our work in Swaziland.

Lesotho: We installed an HRIS step solution, which the Ministry of Health and Social Welfare (MOHSW) is using to monitor and track the country's health workforce. We trained Ministry staff to manage, maintain and report on deployment data using the HRIS. To determine next steps, we conducted an assessment of additional HRIS needs at the MOHSW and the Lesotho National Training Center.

Namibia: An HRIS assessment found a functional but labor- and time-intensive paper-based HRIS. We purchased computers and hired data entrants to transfer paper HR records to electronic format. The data, combined with HR information from other ministries, will be used to pilot iHRIS Plan 1.0 in September 2008. We also conducted an assessment of three pilot districts to determine their readiness to link to the central HRIS. Read more about our work in Namibia.

Kenya: Local developers customized iHRIS Manage and Qualify to meet the specific needs of the Kenya Ministry of Health. Initially, the HRIS is being populated with data on the emergency health worker hiring plan, implemented by the Capacity Project, and HR managers have received training on using data from the system. A data-driven decision making workshop is also planned for the Stakeholder Leadership Group so they can better analyze and use the data captured by the HRIS.

Tanzania

Tanzania Mainland: We are partnering with faith-based organizations to establish a comprehensive HRIS for the country and facilitate local ownership of the system. Meetings with the faith-based network prompted the Christian Social Services Commission (CSSC) to commit to migrating its HR database to iHRIS Manage. We also trained CSSC employees in data analysis skills. We will be conducting a full HRIS assessment for the country in July 2008.
Zanzibar: We strengthened the information and communications technology infrastructure and implemented iHRIS Manage 3.0 at the Ministry of Health. Several staff members have been trained to use the system. The new in-service training management module, planned for release in version 3.1, will be piloted there in August 2008.

Southern Sudan: We strengthened and restructured an existing Microsoft Access-based HRIS and standardized data collection forms. We collected health worker data from all health facilities in the country. Based on the data, we developed reports to help the Ministry of Health analyze data on health worker retirement, deployment and registration with professional councils. We are now testing iHRIS Manage in three states.
